The shortage of sunflowers on the Central Asian market is more than half a million tons

On the global market, the production of oil-bearing raw materials is declining overall. Thus, in Ukraine, which was one of the largest suppliers of oil before the start of the war, a significant reduction in the processing of sunflowers is expected - according to NAPMC estimates, the reduction can be up to 50%. The reasons are a reduction in acreage, harvest problems, a drop in gross income, and the energy crisis plays a negative role.

Da in Russland eine Ausfuhrzölle von 50% auf Sonnenblumenkerne, aber mindestens 320 $ pro Tonne in Kraft sind und in Kirgisistan bis zum 10. Mai 2023 ein vollständiges Exportverbot für Sonnenblumenkerne eingeführt wurde, bleibt nur Kasachstan die einzige Importquelle für die Länder Zentralasiens sowie Chinas, Afghanistans und anderer Länder.

Therefore, Kazakhstan should also have taken measures to avoid a sharp increase in sunflower oil prices and a shortage of raw materials. At the suggestion of the National Association of Oilseed Processors, the export fee must be returned to farmers. The NAPMC therefore views the introduction of export duties on sunflower seeds positively.

Recall that on December 5 it was decided to establish a customs duty for the export of sunflowers from Kazakhstan in the amount of 20% of the price of raw materials, but not less than €100/ton.

It is planned to sign a memorandum with the republic's oil processors not to increase the price of sunflower oil. The sales price for bottled sunflower oil from oil factories must not exceed €1,5/litre (including VAT).
